Legionella pneumophila is the bacterium responsible for Legionnaires’ disease — a severe, potentially fatal form of pneumonia. It is not passed between people. Instead, it is transmitted through inhaling fine water droplets or aerosol from contaminated water systems: showers, taps, cooling towers, water features, and any outlet where warm, stagnant conditions have allowed the bacteria to multiply. The good news is that testing for Legionella is straightforward, affordable, and something that any property owner can do — with the right kit and the right guidance.

What Does Legionella Testing Involve?

Legionella testing involves collecting water samples from the key outlets within your property — typically hot-water taps and showers — and sending them to an accredited laboratory for microbiological analysis. The laboratory cultures your samples and identifies whether Legionella bacteria are present, and if so, at what concentration. You receive a formal result and a compliance document that you can use for insurance, regulatory, or landlord purposes.

Who Needs to Test for Legionella?

LANDLORDS

The HSE requires all landlords to carry out a Legionella risk assessment for rented residential and commercial properties. Water testing is a key part of that process — and documented results are essential if a tenant or employee ever becomes ill.

BUSINESSES

Under the Health and Safety at Work Act and COSHH regulations, employers have a legal duty to manage Legionella risk in workplace water systems. This applies to offices, shops, hotels, restaurants, factories, and any other commercial premises.

HEALTHCARE PREMISES

GP practices, dental surgeries, care homes, and other healthcare facilities are expected to test in line with HTM 04-01 and CQC guidance — particularly for Pseudomonas aeruginosa and Legionella at patient-contact outlets.

HOMEOWNERS

While there is no legal obligation for homeowners in single-occupancy properties, testing provides peace of mind — especially in properties with complex water systems, infrequently used outlets, or where vulnerable individuals are present.

What Are the Legal Requirements?

The Health and Safety Executive’s Approved Code of Practice L8 (ACOP L8) sets out the legal framework for managing Legionella risk in all non-domestic premises. HSG274 provides supplementary technical guidance for specific water system types. The Water Supply (Water Quality) Regulations 2016 govern drinking water standards more broadly. Together, these frameworks require employers, landlords, and premises managers to identify risk, implement control measures, and maintain records — all of which water testing directly supports.
